Due to carelessness and irresponsibility, the notch (inside of the upper receiver) that holds the locking button in place broke. Is there a way that I can acquire a new upper receiver?

If your fpg is still under warranty contact Spartan imports; otherwise give the proshop a call. Also you may have to contact Magpul PTS since it's Magpul's design.

We do not carry the spare body parts for the Magpul stuff. Sorry.
