I recently bought a used SR10 on eBay and I got the gun today. As soon as I pulled back the charging handle, the whole top rail came off. I noticed, while looking at the rail, that the pin was missing and I immediately notified the seller. He denied everything and stop replying to me. I looked for extra parts and I can't seem to find the pin anywhere.

I had this happen to mine at a game and wound up using jb weld to secure it.  Problem solved permanently.

I think your best bet is to just secure it permanently like superfrog said.  If you can't get your hands on any jb weld pick up some household goop.  You will be surprised just how strong it is.

I would go to Home Depot and pick up a roll pin of the appropriate size.  All the newer receiver rails use a roll pin.
